It is a system of communication where only the two parties involved can see the data. Now it will not allow any third party access to the data, like telecom providers, Internet providers and the company that runs the messaging service.
This feature is now available with the WhatsApp's latest updated version. All you need to do is choose a friend from your contact list, with whom you would like to chat in the encryption and scan the assigned QR-code or 60 digit number key.
Earlier these laws were applied to Internet Service Providers, in which WhatsApp technically doesn't fall into. But now it seems like the government is reforming some of its regulations to include a provision for this app specifically.
